Maharashtra Agriculture-AI Policy 2025–29, MahaAgX & MahaVISTAAR
Agriculture in Maharashtra has historically suffered from acute vulnerability to monsoon variability, recurring droughts in Marathwada, and pest epidemics across the cotton-soybean belts of Vidarbha. To transition from input-heavy, reactionary farming toward predictive, climate-resilient agriculture, the Maharashtra Government rolled out an institutional framework integrating Artificial Intelligence (AI) into agronomy.
1. Maharashtra Agriculture-AI Policy 2025–29 (June 2025)
Implemented across all 36 districts from June 2025, the Maharashtra Agriculture-AI Policy 2025–29 seeks to deploy frontier digital technologies directly to the farm gate:
1.Enhance per-acre agricultural productivity while reducing fertilizer and chemical pesticide expenditure.
2.Democratize localized, real-time agrometeorological advisory and pest-infestation alerts.
3.Enable automated, tamper-proof crop yield estimation for speedier crop insurance claim settlements under PMFBY.
4.Facilitate dynamic market price discovery to eliminate distress selling in APMC mandis.
2. MahaAgX: The Agricultural Data-Exchange Ecosystem
A critical component of the state's Digital Public Infrastructure (DPI):
•What is MahaAgX? A secure, sovereign, consent-based agricultural data-exchange platform.
•Functionality: Ingests and standardizes diverse agricultural datasets—including digital 7/12 land records, soil health card telemetry, groundwater levels, sowing data, and local weather station feeds.
•Open Innovation Sandbox: Authorized AgriTech startups, public agricultural universities (MPKV Rahuri, PDKV Akola), financial institutions, and insurance underwriters can plug into MahaAgX via secure APIs to build specialized AI applications for smallholder farmers.
3. MahaVISTAAR: Bilingual AI-Powered Agricultural Advisory
•Platform Architecture: An interactive generative-AI agricultural advisory service.
•Bilingual Interface: Operates natively in both Marathi and English, recognizing colloquial rural dialects and farmer queries.
•Multimodal Delivery: Accessible via voice calls, text chatbots, and WhatsApp messaging, enabling illiterate and semi-literate farmers to simply photograph an infected leaf or speak a query into their phone.
•Diagnostic Scope: Provides instant, crop-specific guidance on dosage, organic remediation, weather warnings (unseasonal rain, hailstorms), and nearby APMC mandi arrival rates.
Prelims Quick Association
•MahaAgX → Agricultural Data-Exchange Platform
•MahaVISTAAR → Bilingual AI-Powered Agricultural Advisory
4. Remote Sensing & Drone Telemetry Ecosystem
To power MahaAgX and MahaVISTAAR, Maharashtra deploys an integrated geospatial pipeline:
•Satellite Remote Sensing: High-resolution multispectral imagery tracks vegetative indices (NDVI) across rainfed blocks, detecting crop moisture stress weeks before physical wilting.
•Drone Telemetry: Deployed across pilot clusters for precision micronutrient spraying and standardized damage assessment after natural calamities, cutting insurance survey disputes.
•Mains Analytical Angle: This convergence demonstrates how AI and Digital Public Infrastructure (DPI) can lower information asymmetry, empower small and marginal farmers, and insulate agrarian livelihoods from climate shocks.
