Employment, Skilling & Youth Empowerment: Employment Policy 2026 & MYSY
Addressing youth aspirations and employment creation is a premier developmental priority in Rajasthan. Recognizing that government jobs alone cannot absorb the state's growing demographic dividend, Rajasthan has rolled out a unified policy suite anchored in wage employment, micro-entrepreneurship, industry-linked upskilling, and de-addiction rehabilitation.
1. Rajasthan Employment Policy 2026
Formulated by the Department of Employment, the Rajasthan Employment Policy 2026 sets clear quantitative and structural benchmarks:
•Ambitious Employment Target: Creation of 15 lakh employment and self-employment opportunities by March 2029.
•Labour Market Baseline (Economic Review Data):
•Labour Force Participation Rate (LFPR): 64.4% across working-age populations.
•Unemployment Rate: 4.2% during the baseline reference period.
1.Wage Employment: Incentivizing formal private sector hiring in manufacturing and GCCs through payroll co-funding.
2.Self-Employment & Enterprise Creation: Capital subsidy and low-cost credit for youth micro-enterprises.
3.Employability & Apprenticeship: Mandatory industry internship stipends through Rajasthan Youth Development Centers.
2. Mukhyamantri Yuva Swarojgar Yojana (MYSY)
Launched officially on 15 January 2026, the Mukhyamantri Yuva Swarojgar Yojana (MYSY) is the state's flagship self-employment vehicle:
•Target Beneficiaries: 1 lakh young entrepreneurs.
•Eligible Age Group: 18 to 45 years.
•Financial Support Architecture:
•Interest-Free Loans: Concessional loans for establishing new manufacturing, service, or retail enterprises.
•Margin-Money Assistance: State provides upfront capital margin money (up to 25–35% depending on category).
•Credit Guarantee Coverage: 100% reimbursement of fees under the CGTMSE (Credit Guarantee Fund Trust for Micro and Small Enterprises) scheme, ensuring collateral-free institutional bank lending.
•Strategic Mains Linkage: Employment Policy 2026 (15L jobs by 2029) → MYSY (1L youth enterprises) → Multiplier job creation in local rural-urban markets.
3. Youth Policy 2026 & Skill Policy 2025
•Rajasthan Skill Policy 2025: Focuses on demand-driven curriculum overhauls, industry-embedded apprenticeships, and reskilling in solar technician work, drone piloting, and green logistics.
•Public Recruitment Pace: Over 1.93 lakh youth appointed to state government positions in less than three years under accelerated recruitment drives.
